Celebrating a milestone 15th year, KEEA & EEA-NJ’s Policy Conference looks at energy efficiency (and “energy-efficiency-adjacent”) policy and programs in Pennsylvania, New Jersey, and beyond. Don’t miss two and a half days of education and networking with our region’s energy efficiency industry leaders.
The 2026 theme underscores our industry’s rapid reframing of the role of energy efficiency—from a foundational, first set of actions to a range of innovative technologies and approaches to “meet today’s moment” that demands affordability, load flexibility and grid reliability.
Paula R. Glover brings more than 25 years of leadership and expertise in the energy sector to her role as president of the Alliance to Save Energy, a bipartisan, nonprofit coalition of business, government, environmental and academic leaders dedicated to advancing federal energy efficiency policy. She has a background in electricity and natural gas distribution.
Under Ms. Glover’s leadership, the Alliance has been instrumental in securing landmark energy policies, including the Infrastructure Investment and Jobs Act and the Inflation Reduction Act. The Alliance has also secured billions of dollars in federal funding for energy efficiency programs, expanded focus on energy justice and advanced next-generation technologies.
The organization has expanded its focus on ensuring universal access to energy efficiency technology and economic opportunities, fostering inclusive solutions that benefit all communities.
Throughout her career, Ms. Glover has built a reputation for working effectively with state legislators and regulators, while maintaining a keen understanding of both the consumer and community aspects of the energy business. Ms. Glover has long been committed to ensuring that underrepresented communities have a voice in shaping energy policy. Prior to her role at the Alliance, she served as President and CEO of the American Association of Blacks in Energy (AABE), a nonprofit professional organization dedicated to increasing the participation of African Americans and other minorities in energy policy and environmental issues.
Ms. Glover chairs the Clean Energy Works Board and serves on the board of Talos Energy on the Compensation, Nominations and EHS Committees. She also serves on boards of the Keystone Policy Center, Rocky Mountain Institute, Resources for the Future and the U.S. Energy Association. She has been a member of the National Petroleum Council since 2014 and serves as a Department of Energy Clean Energy Education and Empowerment Initiative Ambassador and is a Vice Chair for the Group of Experts on Energy Efficiency for United Nations Economic Council on Europe.
The recipient of numerous awards recognizing her leadership and impact in energy policy, Ms. Glover holds a B.S. in Marketing Management from the University of Delaware.

Alliance to Save Energy
Greg Poulos has been the executive director for the Consumer Advocates of the PJM States, Inc. (CAPS) since April, 2017. Established in 2013, CAPS is a nonprofit organization whose members include state advocate offices in the 13 PJM states and the District of Columbia. As a whole, the CAPS members represent over 67-million consumers throughout the PJM footprint. As the executive director of CAPS, Greg coordinates the efforts of the member offices, stays active in the PJM stakeholder process, and monitors relevant proceedings at the Federal Energy Regulatory Commission to ensure that the prices consumers pay for reliable, wholesale electric service are reasonable.
Greg earned his undergraduate degree in Political Science from Miami University in Oxford, Ohio. He received his Juris Doctorate with from the Ohio State University Moritz College of Law. Greg is a member of the Department of Energy Electricity Advisory Committee.

James Darius Ball is the Director of Future Cities at the National Building Museum, where he leads a multi-year, interdisciplinary initiative to center the U.S. city as hub, catalyst, and essential building block of society. With a background in sustainable development, building science, and community engagement, James brings a rich experience and passion to questions of urban identity and opportunity. Under his leadership, Future Cities is hosting exhibitions, programs, and storytelling projects that invite communities—from residents to industry leaders—to imagine cities not just as places we live, but as expressions of who we are and what we value. Prior to joining the Museum, James brought his thought leadership to governments, developers, startups, media, and nonprofit organizations across the country. He has written and presented extensively throughout his career including speaking roles at Greenbuild, Living Future, and VERGE. He holds a Bachelors of Industrial Design from Pratt Institute and a Masters of Environmental Management from Yale.

PechaKucha is a short presentation format designed to stimulate conversation, spark ideas, and entertain audiences. You can learn more at www.PechaKucha.com. Think of it as a short TED Talk with images—and a great opportunity to show off energy efficiency innovation in front of your peers!
PechaKucha presenters deliver 20 slides, spending 20 seconds on each slide. That gives them 400 seconds—almost seven minutes—to give a fast-paced, engrossing, and highly visual presentation on this year’s theme: Efficiency & Beyond!
The format is designed to keep people engaged by forcing you to carefully consider your images and words to best convey your idea. Check out this video on what makes a great PechaKucha presentation.
We’re looking for passionate people to cover interesting energy efficiency and “energy-efficiency-adjacent” topics. Our ideal presentations are made by dynamite presenters using plain language to explore interesting content that complements our agenda without being duplicative.
If your presentation needs complex diagrams or heavy text to be successful, it’s probably a better fit for our Poster Session. We welcome submissions from companies presenting on their own projects and products, but please keep in mind that the PechaKucha is meant to be engaging and educational for a general audience. We cannot accept submissions that feel like sales pitches without general education.
PechaKucha slides are unusual because they automatically advance every 20 seconds—exactly. There’s no lingering on one slide or rushing through another. Keep it in mind when building your presentation!
PechaKucha slides are simple and image-heavy. If you include any text, you must include no more than five words per slide (this includes text in diagrams).
Your 20 slides should be in widescreen format and finalized in PowerPoint. KEEA/EEA-NJ does not provide template slides, and you may use any colors, logos, branding guidelines, etc. that you find appropriate.
Our Pechakucha will include 5-6 speaking slots. Last year, we had a submission pool almost three times that size—so make sure your submission represents your best work and stands out!

We’ll help you! PechaKucha is an unusual presentation style that many people have no experience with at first.
Practice is essential. In the lead-up to our rehearsal, we highly recommend you create a version of your deck that advances automatically every 20 seconds so you can get a good sense of what it feels like. At our group rehearsal, we’ll practice with auto-advancing slides and provide feedback on refining your presentation.
The PechaKucha takes place on September 3rd from 1:30 to 2:30 pm, in the Alloy Ballroom (our main event presentation space).
You do need a ticket to attend the Conference in any capacity, but PechaKucha speakers are welcome to use our steeply discounted speaker ticket rate (or one of the tickets included in their company’s sponsorship package if available).
You do not need to register before submitting an abstract for consideration.

The Poster Session will take place during lunch on Day 2 of the Conference. It is up to you whether you’d prefer to stand by your poster and present it during the poster session. All poster presenters must be registered for the conference. A guide to posters and their presenting companies will be included in the conference app.
Accepted applicants will be responsible for printing their poster on a 48 x 36 in (or similar if preferred) foamboard.

About Our Conference Name
As we began planning our 15th Annual Conference, we asked ourselves: What is our conference really about? We’ve seen more than one seismic change in energy efficiency across the past 15 years. But we’ve also had companies, thought leaders, and industry professionals come back again and again, conference after conference, for over a decade. Where does our staying power come from?
We found a guiding principle in our 2024 conference title: Policy in Action. Our conference is about energy efficiency policy, but is also about what happens when policy meets the real world: real programs, real businesses, and real energy users. Energy efficiency will continue to evolve—but our conference’s commitment to Policy in Action stays the same.
So while our theme will change annually, we’re embracing “Policy in Action” as a recurring name and guiding principle for shaping our conference and creating real value. In 2026—and beyond—we hope you’ll join us putting policy into action.
